Raising Awareness of the Dangers of Irregular Migration II (RADIM II) is a migration-focused project implemented by Seefar. The project operates across four governorates in Federal Iraq — Baghdad, Basra, Dhi Qar, and Al-Muthanna — and aims to reduce irregular migration by strengthening awareness, providing targeted support to at-risk youth, and connecting individuals to viable local alternatives.
A core element of RADIM II is ensuring that young people who are at risk of or considering irregular migration are not only informed of the dangers involved, but are actively supported through referral to services that can address the underlying drivers of their migration intent. These services may include legal migration guidance, legal counselling, vocational training and employment support, and psychosocial services, among others.
To enable this referral function, RADIM II requires a comprehensive and up-to-date mapping of service providers, programmes, and organisations operating across the four target governorates — including both donor-funded initiatives and complementary programming by other actors — that can serve as local alternatives for youth participants.
Seefar is seeking to engage an individual consultant or consultancy firm to conduct a rapid mapping of relevant service providers and programming across Baghdad, Basra, Dhi Qar, and Al-Muthanna. The mapping will serve two interrelated purposes.
First, it will establish a referral pathway framework that connects RADIM II youth participants to services appropriate to their needs and circumstances. The resulting referral list will be used by RADIM II counselors as a practical tool for directing individuals to support.
Second, the mapping will inform the local alternatives component of RADIM II more broadly, ensuring that the project’s messaging and support offerings are grounded in the actual landscape of available services in each governorate.
The services to be mapped are not restricted to migration-specific programming. Rather, the mapping should capture any organisation, entity, programme, or individual practitioner that can provide meaningful support to youth facing vulnerability, including but not limited to:
The mapping should cover all four governorates equally and draw on both desk-based research and field-based outreach to service providers.
III. Scope of Work
The consultant or firm shall undertake the following activities across the four project governorates — Baghdad, Basra, Dhi Qar, and Al-Muthanna — delivering both a structured referral network and qualified legal migration support resources for RADIM II.

The assignment is expected to commence in mid July 2026 and conclude by the end of August 2026, covering approximately six weeks of work. The precise start date will be confirmed upon contract signing. The budget for this assignment is £4,000 (minimum) to £6,000 (maximum), depending on the proposed methodology
