BACKGROUND:
Lebanon is currently hosting the largest number of Syrian refugees per capita in the world (nearly 1 million officially registered with UNHCR), which accounts for approximately 25% of the total existing Lebanese population. The refugees are spread across the various regions of the country, and the massive influx of refugees has imposed tremendous pressure on the country’s physical and social infrastructure and has led to increasing tensions between the refugees and the host communities due to growing competition over jobs and livelihoods.
The Syrian crisis has placed a huge strain on natural resources and infrastructure. UNDP is working with local communities and civil sector organizations to improve livelihoods through improved natural resource management. The project aims to support the municipalities within the Union through targeted infrastructure interventions. The interventions include Construction of stormwater channels in Nabi Ayla, Ablah, Ferzol, Taalabaya, Niha, and Saadnayel, replacement of existing street lighting in Hazerta and addition of street lighting in Chtaura.
The projects aim at creating short-term job opportunities for vulnerable Lebanese and Syrian labourers during the implementation of the works themselves while also contributing to longer-term benefits such as improved food security, water resource management, potential employment opportunities, and increased stability, through improving livelihood and service provision.
SCOPE OF WORK:
UNDP is seeking the services of a short-term consultant to deliver the below design review tasks of the detailed design and tender documents submitted by the engineering design company, including but not limited to:
The consultant will deliver:
• Monthly progress reports, including a summary of activities, drawings reviewed, main observations, and comments on submittals with supporting documents.
• Final consolidated report summarizing all works completed, outcomes, and lessons learned.
• The consultant might be requested to attend meetings with the designer or UNDP engineers and attend to technical queries during bidding.
INSTITUTIONAL ARRANGEMENTS
• The consultant will report to the UNDP Engineering Unit and Area Manager.
• UNDP will provide all necessary materials related to the project design and facilitate coordination with stakeholders, if needed.
• The Consultant shall use their own means of communication and transportation; any field-related costs should be considered within the financial proposal unless otherwise agreed.
• The consultant will work under the supervision of the UNDP Lebanon Country Office. All transportation and site logistic costs shall be borne by the engineer (inclusive of the monthly remuneration).
DURATION OF WORK
The total duration for this consultancy is 2 months (with a total of 10 working days).
The assignment is expected to commence upon contract signature.
DUTY STATION
The WASH Engineer Consultant will be based remotely, with availability for any potential meeting at the UNDP office.
STANDARD MINIMUM QUALIFICATIONS
“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel’s monthly payment”.
